Document & Identification standards & requirements are set by the State of California and the details can be viewed in the California 2010 Notary Public Handbook.

Note: California Notaries notarize signatures on documents & not the document itself.   Notarization provides verification of a document signers willingness to sign & that the signer is the person identified by the signature.  A notarization does not prove the truthfulness of a document, nor does it validate  a document &/or render it legal.
